Progress Park Rules and Regulations

These rules and regulations are subject to change.

Park Hours
6 a.m. – 10 p.m. daily

A. General Park Rules
A-1. Children 12 and under must be supervised at all times.
A-2. Dogs must remain on a leash no longer than 6 feet.
A-3. Owners must pick up and dispose of dog waste in trash receptacles.
A-4. Smoking, vaping, and electronic cigarettes are not allowed.
A-5. Dispose of trash and recycling in appropriate bins.
A-6. Do not damage, remove, or disturb plants, trees, or soil.
A-7. Camping or use of fully enclosed tents is prohibited.
A-8. Shopping carts, luggage carriers, and large amounts of personal property are not permitted.
A-9. Glass containers are not allowed without a permit or reservation.
A-10. Recreational nets are prohibited.
A-11. Bicycles, scooters, skateboards, skates, and similar wheeled devices are not permitted.
A-12. Bicycles must be secured in bike racks; do not leave bikes or devices unattended.
A-13. Dockless bikes and scooters must be parked outside the park in designated parking spaces.
A-14. Pedicabs, surreys, and pedal-powered vehicles are not allowed.
A-15. Motorized vehicles are prohibited, except mobility devices for people with disabilities.
A-16. Organized sports, practices, or games are not allowed.
A-17. Cleated shoes are not permitted.
A-18. Sidewalk chalk or colored substances are not allowed on surfaces.
A-19. Areas are available on a first-come, first-served basis unless reserved. To hold a space, patrons must remain present.
A-20. The following items are prohibited: hay bales, confetti, glitter, rice, birdseed, oil lamps, open flames, and artificial petals.
A-21. Do not attach objects (hammocks, signs, piñatas, decorations, equipment, leashes, etc.) to park property unless otherwise posted.
A-22. Begging or soliciting alms is prohibited (Penal Code §647(c)).
A-23. Abusive or foul language is prohibited (County Ord. 41.138).
A-24. Amplified sound, loud music, or disruptive activities are not permitted.
A-25. Solicitation of any kind is prohibited.
A-26. Signs, advertising, or distributing flyers or leaflets are prohibited.

B. Activities Requiring a Permit
B-1. Alcohol is only allowed with reservation and special permit; never in picnic or active recreation areas.
B-2. Barbecuing, cooking, catering, or use of glass containers.
B-3. Musical instruments, sound equipment, or amplified sound exceeding the limits in Rule C-4.
B-4. Use of bicycles, skateboards, scooters, rollerblades, skates, or similar wheeled devices.
B-5. Recreational structures (bounce houses, climbing walls, dunk tanks, trampolines, swings, etc.)
B-6. Gatherings or events of 25 or more people.
B-7. Performances requiring stages, chairs, or equipment.
B-8. Motorized models (planes, drones, boats, cars).
B-9. Vending of any kind.

C. Active Recreation Area Rules
C-1. Use at your own risk. The park is not responsible for injuries or damages.
C-2. Areas are available on a first-come, first-served basis.
C-3. Activities are limited to what is posted for each designated area.

D. Speech, Vending & Commercial Activities
D-1. No selling, vending, or advertising without a permit (County Code §41.136).
D-2. Sound amplification requires a permit. Permits may limit time, place, and maximum volume.

E. Sculpture Rules
E-1. The sculpture is for viewing only — climbing, sitting, standing, or hanging on it is prohibited.
E-2. Do not scratch, mark, or damage the sculpture in any way.
E-3. No stickers, chalk, paint, tape, or decorations may be applied to the sculpture.
E-4. Do not attach bicycles, leashes, hammocks, or other items to the sculpture.
E-5. Keep food, drinks, and glass containers away from the sculpture.
E-6. Children must be supervised near the sculpture at all times.
E-7. Report any damage or vandalism to park staff immediately.
